The admiral thinks he's going crazy, when he walks into the rooms of his submarine, with every single person FROZEN IN TIME! It's being done by something taunting him, as you will see. This happens several times during the day on that particular day, and he walks all over his submarine to see if every man has succumbed to the time stasis.
